Lieut. Phillip Parker King undertook a number of hydrographic surveying and charting voyages around Australia between 1817 and 1822 in H.M. Cutter Mermaid and H.M. Brig Bathurst. Phillip Parker King (father of Robert) would have been a member of the N.S.W. Legislative Council at the time this letter was written.
